Russia has extended export duties on sunflower oil, seeds, and meal until August 2028, aiming to boost domestic oilseed processing, stabilize edible oil prices, and ensure steady availability for consumers. The sunflower seed export duty will remain at 50% (minimum 32,000 rubles per ton), while sunflower oil and meal will continue under a floating duty rate linked to market trends. The move is designed to support local processors, maintain sufficient meal supply for livestock, and enhance long-term market predictability. Expanding Output and Processing Efficiency Russia, a leading global exporter of sunflower oil, shipped 510,000 tons in 2024–25 and expects 520,000–530,000 tons this season. Sunflower meal exports are projected to rise from 260,000 tons to 310,000 tons, with processing plant utilization climbing to 87%, a 7% increase year-on-year. Record Acreage, Slight Production Dip Sunflower cultivation has reached a record 1.12 million hectares, the highest in Russian history. However, dry conditions in southern regions have slightly reduced output estimates from 17,800 tons to 17,500 tons for 2025.
